Program Cost Estimator PM:

This position provides overall estimating technical expertise for a major Indiana Program.
The Cost Estimator PM is responsible for analyzing and updating the distribution actual costs and estimates for cost recovery and plan updates. 
As part of the Project Management team, this position is a technical SME, and requires college level reasoning via formal education and work experience. It requires working knowledge to proficient use in the understanding of, and the application of, project controls principles.
An advanced level of analytical ability and experience in working with large data sets in Excel is valuable.
The ideal candidate will demonstrate interpersonal skills that allow him or her to work successfully in a matrix organization as well as possess the ability to deliver superior results with effective prioritization, scheduling, planning and execution of assigned work

Job Duties:

Work with stakeholders to prepare conceptual and definitive cost estimates for utility projects Forecast and verify remaining project costs
Provide professional expertise in the resolution of complex estimating problems
Analyze systems data and SME input to create an agreed upon overall estimate
Gather information to perform and maintain cost trend reports
Support in updating the annual program legal filings, including exhibits for cost recovery and annual plan updates
Communicate changes/updates to estimates on a regular basis
Provides input for variance analysis of all completed work
Establishes and maintains baseline cash flow for the projects
Provides inputs for issue log and risk registers as related to the estimate and estimating process
Consults and advises project team when monetizing risks
Support PMs in the estimating analysis of the change logs and change requests
Provides support in updating the asset health risk model
Must possess the ability to communicate, develop, and maintain effective working relationships with stakeholders at all levels of the organization
Demonstrate the ability to work as part of a team, be a self-starter, exercise flexibility, and take personal responsibility

Basic Qualifications:

2 year degree in business, finance, project management, engineering, technical, or equivalent
3+ years related cost analysis and/or estimating experience in lieu of degree
Proficient understanding of cost analysis, estimating and project controls principles
Advanced Excel experience
Ability to take a complicated subject and quickly identify the critical information
Strong organizational skills
Strong writing, and communication skills
Strong analytical, problem solving, and decision-making skills
Strong collaboration skills to foster effective working relationships
Previous cost analysis and/or estimating experience preferred
Expertise in MS Office Applications

Desired Qualifications:

Bachelors Degree
PMP or AACE Certification
